"The PAS 2025 Progress Report, or VORA PAS 2025 for short, is the second in a series of reports published annually in the context of the Nitrogen Decree. The Department of Environment & Spatial Development draws up this report together with experts from VMM, VLM, ANB, INBO, L&Z and VITO.
The PAS 2025 Progress Report examines how the trend in nitrogen emissions and depositions in Flanders evolves between 2015 and 2023 and to what extent this evolution is on track to achieve the objectives of the Programmatic Approach to Nitrogen and the Nitrogen Decree. It also describes the progress of the PAS program and its measures taken since the start of the Nitrogen Decree through January 1, 2026. Finally, the report also addresses the progress of the permitting process and evaluates the application of the threshold values of the assessment frameworks. The report focuses on trends and insights on nitrogen-sensitive nature within the Natura 2000 areas.
The period under review (2015 to 2023) does not yet allow for linking the effect of measures to changes in nitrogen status and the achievement of objectives. This will be addressed in the first evaluation (spring 2027). The information in this progress report provides a basis for future reports and periodic evaluations under the Nitrogen Decree."
