The PAS 2024 Progress Report, or VORA PAS 2024 for short, is the first in a series of reports published annually in the context of the Nitrogen Decree. The Department of Environment & Spatial Development draws up this report together with experts from VMM, VLM, ANB, INBO and VITO.
The PAS 2024 Progress Report examines how the trend in nitrogen emissions and depositions in Flanders evolves between 2015 and 2022 and to what extent this evolution is on track to achieve the objectives of the Programmatic Approach to Nitrogen and the Nitrogen Decree. In addition, the application of the thresholds of the assessment frameworks is analyzed. Analysis is always based on the most recent information. The report focuses on trends and insights on nitrogen-sensitive nature within the Natura 2000 areas.
The impact of the measures of the Nitrogen Decree cannot yet be estimated in this VORA. The observed evolution in nitrogen status and in cumulative impact are thus the result of autonomous developments or of measures already applied in the period concerned. The next progress reports (starting from VORA 2025) will elaborate on the results of the monitoring and the implementation of the nitrogen reduction measures.
