The spatial policy formulates objectives for the further evolution of space
in Flanders. In order to effectively realize these objectives, we can use various
instruments. We distinguish between the instruments according to the way in which they they implement the spatial policy. Legal instruments use compulsory rules regulations and possibly sanctions, economic instruments use financial incentives and brakes, and informative instruments try to get people to behave in the way they want by changing people's values and norms.
The government can adopt a different ways: regulating, cooperating, supporting or performing.
