Fluorinated greenhouse gases (F-gases) are widely used in refrigeration systems. Because of their negative impact on the greenhouse effect, the use of these gases as refrigerants is coming under pressure and is being phased out. As a result, the use of alternative refrigerants is on the rise but, at the same time, there is a need to update legislation in Flanders. This offers an opportunity for Flanders to act as a model region in Europe, without prejudice to a uniform European market. In this report possible environmental conditions are elaborated and proposed. It is the intention of the authors to do this with sufficient ambition, so that Flanders leads the way in introducing alternative refrigerants. This will also make an important contribution to other policy areas. Efficient heat pumps promote the use of renewable energy and reduce energy-related greenhouse gas emissions. Efficient refrigeration systems contribute to the economic success of the Flemish food sector. This report describes the results of the desk study, which has been the subject of interim reports and consultations with a steering committee consisting of staff members from the Flemish government. The report is further used for consultation with representatives from the refrigeration sector.
