This document describes the method for the creation of the opportunity map Spatially Increasing Efficiency and the opportunity map Spatially Expanding for Mixed Environments. The goal of this assignment is to draw up two opportunity maps for the Flemish territory:
1. The opportunity map Spatial Efficiency Enhancement
2. Opportunity Map Spatially Expanding
These opportunity maps are based on the spatial policy that is envisaged in the strategic vision of the Flanders Spatial Policy Plan (BRV). Because the BRV makes a distinction between well and poorly located locations, the need arises to also indicate this distinction geographically. These opportunity maps must, via a GIS processing, give a picture of the potential for increased efficiency and spatial expansion for the whole of Flanders.
This document describes step by step how the various development principles are translated into spatial criteria and how these are then combined into opportunity maps for spatial efficiency and spatial expansion.
It is evident that opportunity maps based on evolving parameters are also dynamic in nature. An update can also take into account future junctions, a changed appreciation of elements in the physical system, a changing supply of facilities or public transport.
