The evaluandum of this study is the tool Bouwmeester Scan and the associated Scans conducted for 51 municipalities. Through a broad survey and selection of 10 municipalities for interviews, experiences are questioned and a selection of 5 scans are reviewed by André Loeckx, emeritus professor of the Department of Architecture, Urban Planning and Spatial Planning at KU Leuven. The aim of this evaluation is to examine how the instrument can be continued in a useful way and to find out what needs to be adjusted in order to make the instrument more useful for the various actors involved.
The evaluation of the scan is about the added value of the instrument compared to initiatives of Flemish authorities and about the added value for the Department of Environment, local authorities and the Team Vlaams Bouwmeester. Questions about the role of the instrument and the options for management and further development are examined. On the basis of this evaluation it can be decided whether and in which way municipalities can still appeal to the Scan.
