Various environmental enforcement actors are active in Flanders, both at the federal
regional, provincial, intermunicipal and municipal levels. Data on the performance
of their duties, such as, for example, the inspections carried out and the instruments deployed,
are currently still mainly kept in the various own
(dossier follow-up) systems of these different enforcement actors without already being
systematically shared.
The need for extensive digitization, structured data and knowledge sharing on the one hand, and monitoring and reporting on the other is currently being expressed on various fronts
(report of the parliamentary inquiry commission PFAS-PFOS1, study of streamlining inspection services; recommendations of Audit Flanders' enforcement system audit, ...).
A first step to meet this need is to identify
the current and future data needs of the various environmental enforcement actors and the possibilities regarding the exchange and reporting of these data. To this end, the Environmental Department entered into a cooperation agreement with DigitaalVlaanderen/ Athumi to conduct an analysis of the data needs of the environmental enforcement actors, taking into account the functionalities that (will) be developed in the Flemish Enforcement Platform (VHP) and enforcement data necessary for the Real Estate Information Platform (VIP).
